Be careful when you state this definition as a fact. The two
terms PWB and PCB have been used interchangeably in this industry
to mean the bare printed wiring board. Although, the IPC-T-50
defines a printed circuit board (PCB) as a printed wiring board
(PWB) with components mounted on it, that may not be the way it is used.
Old habits have a hard way of dying.

According to IPC-T-50, a printed circuit board is a printed wiring board
with components mounted on it.
IPC-T-50 is the industry standard for terms and definitions.
