A conductive pattern that provides point to point connections but not 
printed components in a predetermined arrangement on a common base. (See 
also "Printed Circuit Board")

There is another definition that is fairly common:
PCB - printed circuit board (bare board)
PCA - printed circuit assembly (assembled board with components)
