Your problem is likely not the Pd-Ag surface layers, but the underlying metal
to which you need to wet.  Either that base metal is contaminated and thus
poorly wettable or it may be made of a material, e.g. Alloy 42 (check with
magnet), that is inherently difficult to wet.
