Unless you've already gotten an one, I don't think this 
is an easy question to answer. But, I'll try. 

First some questions...

How is track #2 terminated - high resistance or low resistance?

What's the current through track #1? 

I'm assuming the tracks are on the outside of the top or 
bottom layer of the pcb - they are not buried?
