In my view, this is a non-issue.  Human hair, as a natural fiber, is not a
synthetic material and not an ESD generator itself.  It generates static when
you are pulling or pushing a synthetic material, i.e. plastic combs, through
the hair.  The natural oils that are part of human hair also serve to
increase conductivity, making it less of a problem.  If any action is taken
on this, it might be that you can't comb your hair at your workstation, but
simple hair-rubbing-on-hair,  no problem.
