I have performed studies to show that brushing leads is a real static 
generator.  This generation is greatly compounded if the bristles are made 
of any synthetic material that tend to hold a charge.  Natural bristle 
brushes such as horse hair, (The horse does not have to die!) tend to not 
develop or hold near the charges synthetic brushes do.  Since any "brushing" 
action is so conducive to developing a triboelectric effect, it might be 
worth your while to use a low pressure ionized air system to blow the leads 
away.  Keep the air pressure low as not to turn the clipped leads in to 
"missiles" when being blown.

     What information can anyone provide concerning brushing loose leads
     and flags from circuit card assemblies and the preventative measures
     to prevent electrostatic discharge (ESD) when using the brush provided
     to clean off leads?  We have had several ESD failures related to the
     brushing action to clean off leads after the Q-Corp has cut the leads.

     1.  Has anyone any experience you could share?
     2.  What preventative measures have been taken to prevent ESD
         failures?
