I have to agree with Gordon.

There are some specs and stnd committees where
items are inserted based on "trust me" philosophies
that should have been backed by data.

Perhaps those of us who have been bitten by that 
reasoning are more determined to require data
before requirements are changed.  That data does
not always have to be formal, but a record of who has
that data for others to review is certainly necessary to
the acceptance of documents.
