Here's the Dk of several polyimide films for flex circuits:

Kapton HN 3.4
Apical AV 3.4
Kapton KN 3.6
Apical NP 3.4
Upilex S  3.5
Flex-I-Mid 3.2


Keep in mind that the Dielectric Constant changes with frequency, 
temperature and moisture content for many materials.

Polyimide = 4.3
