Manufacturers of drilling machines provide specifications for drill spindle 
runout 
in ten-thousandths of an inch. I am trying to locate information and persons
familiar with whether that specification is measured statically [bymanually 
rotating the spindle at slow speed] or dynamically [at operating speed]. If 
you are familiar with this issue, please contact me.
