We have tried tape dispensers with built in ionizers for kapton tape. 
Although this helps reduce the static charge buildup from the unrolling of 
the tape, as soon as you apply it to the board and rub it down you build up 
a charge again. If this is a concern then the best alternative is to buy the 
ESD masking tapes, more expensive but work well. A static meter will record 
about 2000 V when kapton tape is removed from the roll.
