Not only is concentration a factor but the type of initator itself is
also important.  Most are compounds which when energized split into free
radicals to start polymerization of an olefin.

Initiation can be checked at different exposure intensities.

I would check with the supplier to see if the concentration varies
greatly from lot to lot; however, it is not surprising that different
materials would require different irradiation energies.
