Blankets of insulating material for electrical purposes.

Applies to insulating blankets for the protection of workers from accidental 
contact with live or earthed electrical conductors, apparatus or circuits and 
avoidance of short circuits on a.c. and d.c.installations.

Does anyone have a reference to this spec?  Is a European design or 
reliability spec, as we suspect?  If anyone has a reference, I would 
much appreciate it.
