Nancy,

In addition to what Dave Bergman has already posted on the bromine issue,
 the normal tetrabromobisphenol A type flame retardants which are reacted
into the polymeric backbone are still used worldwide.  The FR-4, CEM-1, and
CEM-3 products as manufactured in Europe still have these types of systems.
 What is being pushed out are the brominated flame retardants which are
simply mixed into the system and are not part of the polymeric chains.  An
example is decabromb.

For real answers on this issue go straight to the horses' mouth and contact
Great Lakes Chemical in West Lafayette, Indiana who makes flame retardants
for a living.  They are up to date on all the latest regs for flame
retardants worldwide.
