Several of the chemistry suppliers are offering/implementing Palladium as an 
alternative to HASL or OSP.  They should be able to tell you who is in 
production.  Here are a couple of places to start

     alternative to HASL?
        What production PCB fabricators use either of these solderability 
     finishes?
