I have spoken off-line with engineers who are organizing "block 
changes" of specifications (from military to commercial), specifically 
from MIL-STD-2000 to J-STD-001.

MIL-STD-2000 was cancelled without replacement effective June 13, 1995 and 
although the DoD recognizes ANSI/J-STD-001 as the national consensus 
standard on electronic manufacturing (soldering), the DoD will not be 
"adopting" J-STD-001.

That said, one of the IPC National Soldering Standard task group (J-STD-001) 
members works in the office of the Secretary and may be able to help.
