Give Loctite a call at 1-800-LOCTITE.  Ask for information on the
VARIDOT Stencil process.  This plastic stencil, when used with Loctite's
3612 or 3614 adhesive, will provide you with multiple height dots in a
single squeegee pass.  These adhesives are also used with standard metal
stencils.
