Looking at IPC-SM-782A amendment 1 (Oct 96) the TSOP48 is listed as a 12mm
x 16mm package not 12mm x 20mm. Perhaps that's the problem you're having?
If the 12mm x 16mm package is what you actually have I also noted that the
center to center dimension for the pads was revised in amendment 1 from
15.40mm to 15.20mm. The pad size is unchanged at 0.30mm x 1.60mm.
I haven't used this package so SM-782 is all I have to go by.
