I was reading the latest Chemical Engineering (March 1997) and ran
across the following item. This refers to the Phase 3: Chemical Usage
Expansion of the Toxic Release Inventory.

INDUSTRY SET TO CHALLENGE TOXIC RELEASE INVENTORY EXPANSION
A coalition of chemical and other industry associations will challenge
EPA's authority to expand the Toxic Release Inventory (CE, August 1996,
p. 25). They include the Chemical Manufacturer's Assn., Chemical
Specialties Manufacturer's Assn., and U. S. Chamber of Commerce (all of
Washington, D.C.). Herbert Miller, an attorney representing the group,
said February 20 that a suit would be filed in the U.S. District Court,
Washington, "within a few weeks."
