As part of an EPA attempt to assess and reduce the reporting and
paperwork burden on industry, IPC has been asked to provide information
on the time required and costs involved in filling out three forms:

* RCRA Part A permit application
* RCRA Revised Part A permit application (for facility modification)
* EPA form 8700-12

The EPA is interested in the total time to fill out each form, and if
available a breakdown on the totat time by the following four
categories: legal time; managerial time; technical time; clerical time.

In addition, the EPA is interested in any costs outside the salary time
involved in filling out these forms, such as capital costs or additional
legal costs.

If anyone has information in this area, please forward your information
by fax to Christopher Rhodes at IPC (fax 847-509-9798) or by email to
Christopher Rhodes at IPC ([log in to unmask]) and Peter DuBack at ICF Kaiser
([log in to unmask]). If you wish your information kept confidential
and sanitized before it goes to the EPA, then respond to Christopher
Rhodes only.

If you have questions, please contact Peter DuBack directly at
703/934-3026. ICF Kaiser is under contract from the EPA to collect
information on this area.

Thank you.
