For your information, EPA Administrator Carol Browner recently signed a final rule exempting shredded circuit boards from the RCRA definition of solid waste and, thereby, the reach of RCRA Subtitle C's hazardous waste regulations. The rule was published in the Federal Register on May 1st (62 FR 23834).
The IPC had submitted comments in support of the proposal, stating that removing shredded boards from the definition of solid waste would encourage the recycling of used boards.
The EPA has made the exclusion contingent on containerization of the shredded boards during storage and transportation so that metal fines are not released into the environment.
