Below is some more information on the TRI Industry Sector Expansion   
proposed rules that was squashed by Congress.  Holly Lynch asked me where   
I was getting this information.  It is from a listserver that EPA   
maintains.  EPA has money to hire some people that sit around and read   
newspapers all day, and then write up short summaries on environmental,   
medical, or technological topics.  Sometimes there is useful information.   
 I'll probably continue to receive this for a while.  Anything of value   
I'll try to post on ComplianceNet.  Just remember that my concept of   
"valuable" may not match your own.  To receive this yourselves you can   
use the instructions at the end of this email.

          "Administration May Scale Down Disclosure Proposal on Toxic
          Chemicals."  Washington Post, 21 March 97, A4.
               The Clinton administration is considering softening a
               proposed expansion of EPA's "community right-to-know"
               program that would add seven new categories of industries   
to
               a group of 23,000 companies that must report toxic   
releases
               to the government [article mentions that EPA publishes the   

               toxic release inventory (TRI) on the Internet each year].   
   

               The administration is facing criticism from Congress and
               industry about the economic impact of the proposal on   
small
               businesses.  While EPA opposes weakening the proposed   
rule,
               "top administration officials are reportedly hoping to   
avert
               a possible fight with congressional Republicans who have
               threatened to challenge the proposed rule under their   
newly
               acquired authority to overturn regulations."
