Congressional leadership has announced that they have put a regulatory 
reform bill on the fast track.  A House vote could take place as early as 
Tuesday, March 5, while a Senate vote could occur on Thursday, March 7.

The reform bill under consideration is "The Small Business Growth and 
Administrative Accountability Act of 1996."  It contains the following 
provisions:

* Regulatory Flexibility Act Amendments:  This would strengthen the 
Regulatory Flexibility Act which requires federal agencies to make sure 
that their regulations impose the least cost and allow the greatest 
flexibility for compliance  for small businesses.

* Administrative Regulatory Review:  This would require federal agencies 
to review existing regulations every five to nine years and determine if 
the regulations should be changed, consolidated or eliminated.

* Congressional Regulatory Review:  This gives Congress a 60 day window 
to disapprove major regulations if the regulations are deemed overly 
burdensome or contrary to Congress's intentions.

IPC's Environmental, Health & Safety (EHS) Committee supports regulatory 
reform.  However, time is very short.  If you want to support this bill, 
please call your federal Senators and Representative immediately and ask 
them to vote "YES" on the "Small Business Growth and Administrative 
Accountability Act of 1996."  No bill numbers have been assigned yet.
