Subject: LDR Phase IV
On April 18, 1997, the EPA Administrator signed two Phase IV land
disposal
restrictions (LDR) notices. The first is a final rule which promulgates
treatment standards for wood preserving wastes, modifies LDR notification
and
recordkeeping requirements, and excludes recycled processed circuit
boards and
scrap metal from the definition of solid waste.
The second notice is a supplemental proposal which presents new hazardous
waste provisions originally proposed in the Federal Register on August
22,
1995 and January 26, 1996. The citations for these original notices are
60 FR
43654 and 61 FR 2338 respectively. This new notice re-proposes treatment
standards for metal wastes and mining and mineral processing wastes,
addresses
LDR sampling procedures, solicits comment on conditional exclusions for
certain mining and mineral processing wastes, and proposes to restrict
the use
of hazardous waste as fill material.
