Hi TechNet -
One additional word of warning - just baking out the moisture may not
solve the problem of entrapped cleaning solution. If the cleaning
agent has done its job correctly by putting whatever soil (i.e. flux
residues) into solution then baking off the water/solvent will leave
the soil inside the component in a more concentrated deposit! I have
seen this happen on "tuneable" components which we solved by either
covering with little boots (and yes this makes people laugh) or moving
the components to a postcleaning operation. Just one more reason for
investigating a no-clean process.

We have seen failures on a crystal oscillator when cleaned in our aqueous
cleaning system. As you mentioned, water entered through the hole and shorted
something when powered up. Apparently, any conductive liquid entering the
component will cause havoc. One possible solution would be to bake out the
assembly prior to powering it up. Although we opted to install this component
and hand clean after the normal assembly process.
