Bob,
Although I would be hard pressed to disagree
with any of the points you raised, there is
one that I would be extremely careful to use
or recommend personally - Paschen's Law.
Due to a number of parameters to include
the geometry of test probes used, dielectric
breakdown of an air gap can be extremely
variable. Further, the electric field strength
is different for two test probe tips
(point charges) than for two parallel traces
(line charges).
I have never seen experimental verification
or comparison of air gap limits between two
parallel line charges and two point charges.
