X-outs will benefit all the manufactures of Multilayer product.  This will 
allow the shops to x-out product at the innerlayer facility and not have to 
jepordize the delivery by doing a recut or restart.  This will also allow 
the shops to send  good board(s) with an x-out with them.  The cost saving 
would be hard to put a finite value to but the deliveries and ease of 
manufacturing would be a dramatic difference.  This would be a dream come 
true to most shops.

We buy boards in panel form and do not allow any x-outs. Occasionally we
have discussions about allowing x-outs and the potential cost savings by
doing so.

Does anyone have any comments on the pros & cons of allowing x-outs?
