In a message dated 96-10-31 11:42:05 EST, you write:

<< We have recently encountered questions concerning tape and
relling of ESD Class 1 components. Our primary question is
whether all Class 1 components are to sensitive to be tape and
reeled or if there is a point within Class 1 components at which
they can be reeled. Any sources and/or documentation would be
      greatly appreciated.

I cannot comment on the ESD sensitivity issues, but I do want to make you
aware of some other possible side effects. Sometimes reel manufacturers use
plastic that has been treated with a topical anti-static material, usually
conductive in nature. This material can be transferred to the parts in
question, causing leakage problems, especially in a no-clean environment.
Check to make sure that your reel and tape supplier is not using such a
material.
