     OEM expect a functional board. The originator of this e-mail 
     stated that he was expected to pay $30.00 per assembly, fully 
     loaded. This appears not to be an a very expensive module.  
     Therefore this board could be a simple double sided design. 
     And also, we don't know how many times the OEM has had to eat 
     the assembly and parts costs from previous defective boards 
     from this Fabricator. I can't imagine this action resulted 
     from a first time problem. 
     By the way, your analogy of a Mercedes Benz is a bit of an 
     overkill...

you don't pay for the testing  and expect boards to be fully tested.  I 
wonder how you get a Benz Mercedes for paying the price of a toy car.
