  As defined in IPC-D-50, PWB refers to a board that has nothing but
  connecting lands etched
  into it.  PCB refers to a board that has active circuitry, capacitors,
  resistors, etc..., etched into
  it. In most conversations and communications such as this, PCB is used
  instead of PWB.
