Years ago I attended Ralph Woodgates "Zero Defects Soldering
Seminar" in which he stated that rework/touchup on solder
joints can degrade them. He also stated that solder joints
that have been reworked are inclined to fail before joints
that have not been reworked. You may want to contact Ralph
Woodgate for more detail on tests run in the past. His
offices were in New York. I am not sure of his number or
fax. There are probably some TechNetter who still have his
number.
