Since the laminators have been checked out, the other possibilities could be
sporatic problems in the preclean, artwork density (if it is the entire lot),
exposure units not giving the proper amount of mJ consistently,  low exposure
areas in the frame, developer temp too high, rinse water temp too high,  hot
spots in the plating tank amperage.

There are a lot of potential causes.  Your local sales or service rep should
be able to identify the source.  It is a lot easier trouble shooting if the
example is in front of you.
