Myron,
sounds like your laminate has not been cured properly at the inner layer
bonding process of PCB manufacture. Are there any delaminations visible? Does
the build of the PCB meet the spec for the part ie dielectric thicknesses. Is
the section around the holes thin, sometimes you can get colour distortions if
light is shining through the section. Can you check back with your PCB supplier
to ascertain the Tg of material used.
Just some questions you might like to ask yourself that might help you find a
solution.
