The recommended method for purchasing Bellcore Spec TR-NWT-00078 is to call
Bellcore's Customer Service at 1(800) 521-CORE or (908) 699-5800 (foreign 
calls).
However, you may wish to look at the draft version of the document scheduled to
be released 1Q 1997, available on the web at 

http://www.bellcore.com/GR/GR78/

The content is very similar, but the web version contains numerous small defects
and is not intended to replace the paper version you use to build your products.
Rather, it is used to solicit industry interactions during a comment period 
which
extends to October 15, 1996, and it also highlites the changes being considered.
This is a pioneering effort I have undertaken to manage the many comments
expected, based on experience with previous issues. The entire page is under
construction, but the viewer to see other reader's comments is in especially 
bad shape,
so bear with the startup problems. Hope this helps.
