Gary,
Regarding your question about cleaning unreflowed no-clean paste from a board,
do not confuse low cost, $1000, with economical.
One solution you might already have available to you is the cleaner that you
use for your stencils. We use an apparatus that looks like a big dishwasher
and can accept boards as well.
Do not forget to check the chemistry of the cleaner before you put a board in.
