We _always_ require a sepprate via when using a swaged part for electrical
connections. Our customers generaly require a sepprate wire for terminals
(so we usually are swaging to non-palted holes) On a few designs that require
chassis ground, mounting holes were plated, but they _still_ had a redundant
via that was free from any assy/fab stress.(that last was a screw/clamp not swaged)
