For a general review of corrosion try the chapter on Corrosion in 
"Electronic Materials Handbook Vol. 1 Packaging"  by ASM International ISBN 
0-87170-285-1.  It has a little bit of everything on PWB's semiconductors 
parts, etc.  I do not see Green Rust there but there is corrosion of copper 
wire  and a general overview of what can go wrong with just about every kind 
of part including the board.

Is anyone aware of any reference book or review article available that 
describes examples of PCB corrosion failures such as this green rust, along 
with failure analysis to explain the chemical sources of the failures?  My 
reference books do not seem to cover this in any detail.

Doug,
The greenish material that you are seeing is most likely copper chloride.It
means that you have a chloride-bearing material coming into contact with the
pins, corroding them.
