Steve,
You might want to check out EIA-625 for ESD handling considerations. The IPC
ESD committee recommended that document and its wording for ESD provisions in
IPC specifications.
Also be aware that the DoD has requested that the EOS/ESD Association (Rome,
NY) undertake a re-write of MIL-STD-1686 and MIL-HDBK-263. This effort is
scheduled later this summer.
