IPC-D-275 says it's okay to allow external ground planes to extend out to the
edge of the PCB.

As the contour of the PCB is routed, minor burrs may result. These can be
removed after the boards are routed with sand-paper or whatever.

But the question is: The very edge of external copper plane will not have been
plated and will be exposed. Is this a violation of any standard? Is it a bad
design practice to allow copper to extend to the edge?
