     John,
     
     There are some MIL specs that pertain to workmanship standards.  
     Sometimes, they are pretty nebulous but they may be helpful.  Also, 
     HICAM's mechanical standards and other ANSI or ASTM standards may 
     apply (see C. Allman).  Also, there is a manual put out by the Navy 
     called Best Practices for Manufacturing (whole title? I don't know)

     I was told there are no known documents or specs. If there 
     is I would also like to have them.

I am looking for workmanship documents similar to IPC-A-610 for cable 
assembly, wire harnessing, and mechanical subassembly.  Any advice?
