I don't think anyone was discussing changing anything without conferring
with the designer.
I'm not referring to you at all (I'm sure you would never do this) but I
have seen many designs for PCB's come down that are IMHO ridiculous, the
designer obviously has never made a board and has little knowledge of what's
manufacturable. Not to get on a soapbox or go on a diatribe but if the
designer would either confer with manufacturing or have an open mind when
they get feed back everybody's job would be much more enjoyable.

Use of non-functional lands is reccommended but not mandatory
per IPC-D-275 and Mil-STD-275. One other thing, I assumed you meant that
the design activity could remove them at their judgement and not the pwb
manufacturer. I would take great exception to a manufacturer taking it upon
himself to modify my design to simplify his process (although, in the
true spirit of DFM, CE, etc., I am always open to reasonable, cost-saving
ideas)
