Referencing your query to IPC's TechNet, the only company I know of that 
has adhesive on its wire is preleg.  Preleg's address is: P.O. Box 1824, 
Englewood, FL 34295.  Their phone is: (813) 475-6565, FAX: (813) 
475-6566.  My last contact with them 2 years ago, they had (3) wire 
adhesive specs on PTFE Teflon-coated single conductor hookup wire per 
Mil-W-16878.  The adhesive is a coating on the wire which uses a special 
preleg iron for attachment.  They probably have more up-to-date info.
