Typically, a drilled feature to artwork feature tolerance of
+/-.005" is achievable when fabricating a board, using
standard processing. At HADCO, we have done some volume
work with a requirement of +/-.003" from tooling hole
(non-plated) to fiducial (artwork) by using glass artwork.
Your NRE will be a little costlier here, but processing
should allow acceptable yields, so as not to adversely
affect the basic price of the board.
