Gary,
     
The maximum safe operatinig temperature of laminate varies with the type 
laminate you are using. FR4 laminates are shown in Table 3-4 of IPC-D-275, 
page 23. Usually you must use the temperature of the thinnest material layer 
in the construction.
     
You may also want to ask your board supplier what materials they are using, 
since many FR4 laminates are tested, by UL, for slightly higher temperatures.
