Hi,

 There are two limits you may wish to consider, the design failure point and the verification test in production.

 You need to know where things break down which is a destructive design and material test. Obviously the design test should fail well above the production limits. The second is the production test. With a good design and consistent materials your production test should never fail. A fail in production test should catch gross errors in materials and production but never damage any system circuits.

If the design fails at 1005VAC but passes a 1000VAC production test I would call it a bad design.

Always a bit of a sticky issue, but it shouldn't be.

The stress should be the highest stress you can put on it with a good "factor of safety" backoff so the test won't damage good cables. You want to be able to "shake out" inadvertent manufacturing defects which barely get you out of failing a simple functional test.

Ideally you would have enough data on good and bad cables to have a probability curve so you can choose an optimum, but practically if you're going no higher than half the rated peak voltage and are at least 4 times the expected working voltage you will probably fine.
