Hi Jodi-

Always a bit of a sticky issue, but it shouldn't be.

The stress should be the highest stress you can put on it with a good
"factor of safety" backoff so the test won't damage good cables. You want
to be able to "shake out" inadvertent manufacturing defects which barely
get you out of failing a simple functional test.

Ideally you would have enough data on good and bad cables to have a
probability curve so you can choose an optimum, but practically if you're
going no higher than half the rated peak voltage and are at least 4 times
the expected working voltage you will probably fine.
