I attended a SMART Group/IPC seminar at STEAM in Swindon where Lars-Olof Wallin made a presentation which included this document. Certainly one of the most entertaining and interesting presentations I've seen!

The statement itself is pretty obvious: if you want a Class 3 PCBA then you have to have Class 3 for everything from the start.
