Yes, matte finish was developed just for that purpose, as well as better retention of pottings, encapsulation, and staking/underbonding/cornerbonding adhesives. I don't see gloss-finish soldermask anymore, haven't for a long time.

Does anyone have any experience of applying conformal coatings to different
PCB Solder Resist finishes? I am thinking that matt finish solder resist
would promote better wetting of the conformal coating, and possibly better
long-term adhesion.
