The Question:

This element was predicted in 1966 but it took 30+ years of study to
produce a few synthezied isotopes of this element. This element is named
after a Soviet nuclear physicist who is known for his discovery of
spontaneous fission and contributions towards the physics of thermal
reactions. What element is being described?

The Answer:

The element is Flerovium (Fl)! Flerovium was first synthesized in 1998 by
the Joint Institute for Nuclear Research in Dubna Russia. A single atom of
Fl, decaying by alpha emission with a lifetime of 30.4 seconds was detected.

The winners of the quiz are Ron Feyereisen, SigmaTron Intl. and Leland
Woodall as their responses had the same time stamp (yes, by the Collins
Aerospace Firewall). They will split the services of Clumpy & Kloumpios
