Subject: [TN] Element Quiz Question

The Question:

This element reacts with water forming hydrogen. This element is never found as a free element in nature. In 2018, a rich supply of this element was discovered off the coast near Japan's Minamitori Island. An oxide of this element is used in green phosphors in fluorescent lamps and color TV tubes (does anyone remember those?). A borate compound containing this element is used in solid state devices. The mineral xenotime. Name the element being described?
