Placing 0201s Ionizers in the covertape pull back and pick-up point is becoming a must...... several  P&P brand already provide tape feedrs with ionizer embedded in the front pick-up point of feeder itself. 
PCB (mainly it is like an insulator) could also be charged by electrostatic along the travel from screen printing to Reflow oven through conveyor belts and PCB remains charged ( Try by a field meter and you'll see) I've got experience of  > 1Kv/ inch (RH 35%) on top a PCB once out from screen printer along P&P and before oven....

Yes, controlling static cling on the cover tape is essential for 0201s. If the overall humidity cannot be controlled, or if it affects paste printing rheology, it is sometimes a good idea to place an ionizer right over the pick/place feeders.

Here is what I got from the component manufacture  

We recommend that the customer check and control the environmental conditions during the pick and place process. Low humidity conditions can aggravate static electricity on the components and cause "jumping" from the carrier tape after removing the cover film. In particular, relative humidity is strictly maintained at 40-70%.
